Obama honors Gates on last day as defense chief (AP)

WASHINGTON ? In a city where rough-and-tumble exits rival grand entrances, a visibly moved Defense Secretary Robert Gates paused briefly at a Pentagon retirement rife with pomp and pageantry, collected himself and told his president: "You're getting pretty good at this covert ops stuff."

Barack Obama, the eighth president Gates has served in more than 35 years at the CIA and Department of Defense, had just presented him with the prestigious Medal of Freedom. Gates teased his boss about keeping the award a surprise, noting how Obama had kept the world in the dark about his plan to bring down al-Qaida terrorist leader Osama bin Laden.

Giving the lie to the old adage about no second acts in America, the 67-year-old Gates had an encore retirement Thursday, with considerably more fanfare than accompanied his initial departure from Washington in 1993 to become president of Texas A&M University. This goodbye came after Gates spent 4 1/2 years helping to manage protracted wars in Iraq and Afghanistan.

At the ceremony under brilliant blue skies outside the Pentagon, Gates bid an emotional farewell to the military. And Obama, who had kept him on as Pentagon chief at the end of the Bush administration, hailed him as "a humble American patriot, a man of common sense and decency; quite simply, one of our nation's finest public servants."

It was Gates, he said, who pressed to get more heavily armored vehicles and hunter-killer drones to the war front, and made it his mission to ensure that the department served the troops in the field "as well as they serve us."

In a surprise break from the printed program, Obama presented Gates with the medal ? the highest civilian honor he can bestow.

"I can think of no better way to express the gratitude of the nation to Bob Gates than with a very special recognition," Obama said as he asked Gates to step forward to receive the award.

"I'm deeply honored and moved by your presentation of this award," Gates responded.

Gates, who is being succeeded by CIA Director Leon Panetta, was to fly home to Washington state on a military aircraft later Thursday. But he technically remains secretary of defense until Panetta is sworn in Friday morning. Pentagon press secretary Geoff Morrell said that Gates will reimburse the department for the cost of his flight. Gates' retirement has been a long time coming. When he took the job in December 2006, he carried a clock with him that counted down his days in D.C.

But when asked by Obama to stay on in Jan. 2009, he agreed, knowing that there was still much work to be done as troops began pulling out of Iraq and pouring into Afghanistan.

Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, recognized Gates' well-known penchant for blunt talk and no-nonsense style. During his four-plus years, Gates fired or forced out more than half-dozen high-ranking civilian and military leaders, including the Air Force secretary and chief of staff and the Army secretary, whom he believed failed to act on some critical issues.

"He made us think about things we hadn't considered. He made us try a little harder. He made us lead a little better," said Mullen. "He tells it straight, no bull, no fancy words."

Speaking to the crowd of dignitaries, friends and staff that wrapped around the small parade field on the north side of the Pentagon, Gates said his time as defense chief "has been the greatest honor and privilege of my life."

And, as he wrapped up his speech ? the last stop in what he acknowledged has been a "long goodbye," he looked toward his wife nearby, and smiled.

"Well, Becky, we're really going home this time."

Distant spread generally occurs when cancer cells break off from tumors and enter the bloodstream, travel to other organs, and continue to grow into new tumors. The government's plans to cut legal aid in England and Wales return to Parliament later as opposition mounts from lawyers and campaigners.

The Ministry of Justice aims to slash £300m from the £2.1bn legal aid bill.

Under the proposals, legal aid will not be eligible in a much broader range of civil cases than at present.

Ahead of the bill's second reading, the Law Society said the bill focused on short-term budget gain and would end up leading to more crime.

Under the Legal Aid, Sentencing and Punishment of Offenders Bill, ministers say they want to end legal aid for:

Private family law cases, such as divorce and custody battlesClinical negligence claimsEmployment and education lawImmigration, other than where someone is detainedSome debt, housing and benefit issues.

The government says that domestic violence cases will still receive legal aid and it intends to expand the definition to include mental and sexual abuse.

But Linda Lee, president of the Law Society, said the cuts to legal aid would lead to more crime and penalise victims.

“Courts are and should be a last resort but they should be a last resort which is accessible to all, rich and poor alike”

The society, backed by other campaigners and charities, is publishing an analysis of the bill, which says it will end up costing more than it initially saves.

"The prime minister and the government want to reduce crime and the deficit," she said.

"If they force the bill through Parliament in its current form, they risk the opposite. The bill focuses on only short-term budget-gain and not the long-term consequences.

"The Justice Bill is littered with mistakes, inaccuracies and lacks detailed impact assessments. The figures and calculations the government have used for the Justice Bill are based on assumptions rather than evidence.

"This bill leaves our civil justice system at the edge of an abyss beyond which we do not know where we are destined."

The Law Centres Federation says that at least 18 of 52 centres serving poor communities could be forced to close because of the cuts.

On Monday, Baroness Hale, one of the UK's Supreme Court Justices, became the most high-profile legal figure to question the government's proposals.

In a speech she said the reforms would have a "disproportionate effect upon the poorest and most vulnerable in society."

"If we really want to spend less on lawyers we have to be prepared to spend more on a very different style of court from the ones which we are used to," she said.

"We have to be prepared to spend money on initial advice and assistance schemes because that is where most problems are solved.

"Courts are and should be a last resort but they should be a last resort which is accessible to all, rich and poor alike.

"The Big Society will be the big loser if everyone does not believe that the law is there for them."

Greek MPs set for austerity vote

Greek politicians are to vote later on austerity measures that have sparked nationwide strikes and the worst rioting in Athens for more than year.

PM George Papandreou has said that only his 28bn-euro (£25bn) austerity plan will get Greece back on its feet.

If the package is not approved, Greece could run out of money within weeks.

Greek officials say 46 people were injured in the capital on Tuesday, including 37 policemen, after an anti-cuts rally against turned violent.

Police used tear gas against groups of youths in the streets around parliament, and arrested at least 14 people.

The roads of the capital were left strewn with broken paving stones and other debris after the first day of a 48-hour general strike against the planned austerity measures.

Greece's austerity package and its implementation law must be passed in separate votes later on Wednesday and on Thursday for the next instalment of the country's 110bn-euro bail-out to be released by the EU and IMF.

If passed, European officials will also start to finalise the details of a second bail-out - worth an estimated 120bn euros - designed to help Greece pay its debts until the end of 2014.

One man was reportedly stabbed as fighting broke out between rival groups of protesters; some trade unionists tried to persuade anarchists to leave the square, saying their violent protests were only harming the demonstrators' cause.

More than 5,000 police officers were deployed to control the protests.

The strike halted most public services, closed banks and saw hospitals operating on skeleton staff while many flights, trains, buses and ferries were cancelled. Protesters blockaded the port of Piraeus, near Athens, which links most Greek islands with the mainland.

The unions are angry that the government's austerity programme will impose taxes on those earning the minimum wage, following months of other cuts which have seen unemployment rise to more than 16%.

Polls suggest that as many as 80% of Greeks oppose the austerity measures.

Mr Papandreou faces opposition from within the governing Panhellenic Socialist Movement (Pasok), with two MPs saying they may oppose the bill.

Having a Great Relationship With Your Stepdaughter

I recently have had the experience of raising a teenage girl. I have found it to be very exhausting, but I have loved every minute of it. Just watching in the background as I notice everything I have been trying to teach my daughter come into place. She has come from a very rough childhood, going between parents for most of her life. So really no stability and no rules or structure. Now she has lived with us for 7 months and had to adapt to both. I have tried to be her friend, that didn?t work! So now I have taken on the role as her Mom, but still her friend. Unfortunately her biological mother is not in her life anymore, so she can?t even talk to her about life stuff. I have encouraged my daughter to keep a relationship with her, but its her mothers choice.

So I have found that consistency works. She came from an environment where homework wasn?t enforced and grades were not important. We have had to enforce tough love, to make her understand how important this was. She has tried to get out of her groundings, but we never let up, until our expectations were met. Now after a short time she enjoys doing her homework and makes sure all of her assignments are completed. Success! I have asked her why she would think why we were upset about the situation. She would take the time to think about it and come to me with the answer. I never told her why, just made her think about it. It has worked out wonderful. Now she understands the importance of being responsible for her schoolwork, or there will be consequences. I am hoping that she will take this information and take it with her when she gets into the working world.

She also came from an environment where cleanliness wasn?t enforced. I live in a clean environment so as you can tell, this was a huge issue for me. Seven months ago, garbage in her room, dishes left where she ate, laundry not done weekly, room a disaster, I could keep going,but I think you get the picture. Now she complains if someone else makes a mess. Once again just consistency. My rules have never changed. She now says that she enjoys living in a clean environment. She helps me out, and in part of this family now.

Listening to your stepchild is also very important. I understand that what is happening in their high school life, seems so foolish to us. But it is very important to them. They need to now that their parents care about what is happening with their friends. So this is where the friend comes in. I try to put myself in her shoes, but still give her helpful information to help her get through the situation. I enjoy talking to her about her day, and make it a point of asking her about her day, every day.

So she has gone from a very hurt little girl, to becoming responsible and respectable in a short few months. She now thanks me for coming into her life.

Claiming Compensation for Professional Negligence

Any professional may be negligent when offering advice to, or performing services for clients, and where such negligence causes financial loss, the professional in question will be liable to pay compensation for the damage they have caused. When the services of a professional are engaged, the client has a right to expect they will operate with reasonable care and skill, to the standard one would expect from a competent professional in the same industry. Johnny Knoxville Blogs an Emotional Tribute to Ryan Dunn

Johnny Knoxville continues to mourn the death of his very good friend and Jackass costar Ryan Dunn. After speaking at Dunn's memorial service on Wednesday, Knoxville took to his blog to say "what I wished I could have told everyone then."

Knoxville says that he was too overcome with emotion at the service to be able to really express how he felt. "I walked to the podium and tried to share memories of my dear friend, but the words were just spinning in my head," he wrote. "What came out were the mumblings of a man trying his best not to cry, and I wasn't even successful at that. I didn't break down, because I knew [Dunn's girlfriend] Angie or his family didn't need to see that, but I also didn't get to properly convey what Ryan meant to me. I won't be able to do that here either, but I will try."

"I felt 34-percent funnier when I was with Ryan, but I guess everyone did. He had such a hair trigger laugh reflex," Knoxville said. "He lived his life wanting to laugh and wanting you to laugh with him. He would cackle really f**king loud, too, and it wasn't uncommon that he would fall over from it. Sometimes I would fall with him because his spirit was very contagious."

Calling his pal "loyal" and a "great listener," Knoxville says Dunn had a huge heart to go along with his sense of humor.

"Ryan also had an enormous capacity to love. His friends and family got a lot, but a lion's share of that went to his sweet and beautiful Angie. If he wasn't with her he would be talking about her. More times than not he would smile wide through that filthy ass beard of his and say something along the lines of, 'How did I ever luck up and land her?' Well, it sure wasn't because of the way he smelled that's for sure. (Dunn despised water and rarely bathed.) It was because he had a pure, open heart, and many other qualities of which I am writing about now."

Knoxville recalled having to tell his daughter of Dunn's death,and revealed how sad he was that his son, Rocko, and his baby on the way will never know his friend. "I cry a lot about that," he said.

"You'll have to excuse me," Knoxville wrote in closing. "I'm just very sad because I lost my brother and my world got about 134-percent less funny. I don't know what else to say right now, so I will close with I love you, Ryan. I have a lot of emotions swirling, but I want you to know I love you so very much."

Dunn died at age 34 on June 20, after his Porsche went through a guardrail on Route 322 in West Goshen Township, Pa. Dunn's pal Zachary Hartwell was also killed in the crash. Police later revealed that Dunn's blood-alcohol level was way over the legal limit and that his car had been traveling between 132 and 140 miles per hour at the time of the crash.

Beyond the physical, there are qualities that you should possess to attract, and keep your man. Men would be attracted to you if you have a charismatic personality. They like approachable women, not someone with an invisible wall around her. You should strive to be the type of girl who, at first meeting, knows what to say and knows how to make witty comments.

A sense of humor is also at the top of the list. Show interest and make an effort to complement a man genuinely. Men are egoistic by nature, so if you say anything good about them, they?ll also think highly of you.

Having a magnetic personality requires confidence. Confidence does not mean bragging about your skills, but rather accepting yourself as you are and showing it in a proper manner. Ask your guy friends for some tips on how to improve your personality and how to socialize with men.

Even after a few dates, always keep a positive attitude in everything you do. Restrain from complaining about so many things he would think you?re whining. Unless absolutely necessary do not complain about anything that he does. As part of his ego, he wants his opinions to be respected. It doesn?t mean that you shouldn?t express yourself; it means that you should give him a chance to express himself as well.

When moving on to a more serious stage, learn to trust your man. Avoid being to possessive and controlling because at some point he will feel suffocated and choke. Allow him to move around with his own strategy and make him feel like he?s in charge. If there?s something you want done, suggest it to him in a nice way. Being too clingy is also not the way to go, because men usually need their space.

These are some general qualities that attract men. In the end what?s more important is finding the right man you share chemistry with no matter how different your personalities and interests might be.

San Rocco a mini review

San Rocco (14 South King Street, City,0161 832 7669, M2 6DW) was visited recently. Confidential knows the place well. It was almost the first place the Romans dined in when they founded Manchester in 79AD, when the place was called Cesares. Its had a few spruce-ups since and presently has a neat, bright interior. The menu is 15% more interesting than the standard middle-ground Italian, more effort with the fish, the odd game dish.

Of the food we snaffled, the sardines were best; big, moist, feisty so and sos with a fat and rich meaty flavour. The carpaccio di manzo was almost as good an Italian classic of thin raw fillet, marinated, oiled and served with Parmesan with that farmhouse mix of strength and subtlety. Both dishes were under 8.

Mains of grilled halibut (15.90) and scampi (14.90) were less good. The halibut started off beautifully and looked lovely, but in the end a white wine, oil and lemon juice simply mix overwhelmed the food and it became almost sickly ? a big shame. The scampi provinciale sauteed in tomato, garlic and white wine and served with rice was simply monotonous, see the picture in the gallery below. On the good side youd never go hungry if you finished these dishes. A bottle of fruity Orvieto was a happy companion through the dinner.

The kitchen needs to box clever, show care it seems capable of this as the starters showed. The halibut would be a cracker but for the excess of the juices and liquids that come with it. Service was surly. Rating 12/20; Food 6.5/10; Service 2.5/5; Ambience 3/5 an if youre passing venue on the Confidential scale. (JS)

San Rocco is becoming a proper little empire. Earlier this year it acquired the former Toto restaurant in Walshaw Cross, Bury for conversion into a San Rocco. There are alsorestaurants in Cheetham Hill and Ashton-under-Lyne. The company also has Bellavista in Milnrow, Ancora in Chadderton and the Wine Press at Hollingworth Lake in Rochdale.

Northern Quarter tea shop and caf Bread and Butter is in the process of being sold. The Tib Street venue has been on the market for a while now, as the owners look to retire. According to the sales brochure, it was on the market for 39,500 and takes 2,000 a week on a rent of 138 per week. No word on the buyer yet, but youll know as soon as we do.

Bacchanalia on the market

Bachannalia on Chapel Walk has also been put up for sale, with Kings Business Transfer. The lease is up for 199,950 and the selling agent claims the bar/restaurant turns over 13,500 a week. The restaurant has had a chequered history but seems to have settled down into a decent enough business for lunches and light meals. The location, off Cross Street, next to a major player such as Sams Chop House, has enormous potential despite the awkward, narrow geography of the building.

West Didsbury restaurant Silver Apples has closed its doors but the former owners have wasted no time on new ventures. Sarah Loader is setting up an outside catering company with her sister and Rob Loader has taken over Escape, a former bar, in Chorlton. When we know more of his intentions well let you know what type of establishment hes looking to create.

Another West Didsbury restaurant closure ? this time its Verso on Burton Road. But fear not, it will soon be back in use as an additional site for Didsbury Village stalwart Saints and Scholars.

The Great North Pie Company best in the NW

The winners of the Fine Food Awards 2011 were announced recently, with Northcote Manor boss and chef Nigel Haworth handing out the prizes. These celebrate the best fine foods in the Northwest. The overall winner was The Great North Pie Company in Bramhall, Stockport which became Supreme Champion. We dont know much about these people so will investigate. Organised by regional food association Food NW, the awards recognise the best fine foods produced across the region, from cakes, cheeses, and chutneys, to bacon, bread and butter.

Aside from The Great North Pie Company there were other winners in Greater Manchester. Williams Butter in Bolton won a Food NW Gold Award for his salted butter (sounds fabulous, hes pictured in the gallery below) plus, two Food NW Heart Awards. Gold awards are for exceptional foods and beverages, the nauseatingly twee title of heart awards go to excellent foods and beverages. I?ve been at this ?small business website? thing for quite a while now. In fact, it?s been over ten years. The first few were really just practice, the send 3 or 4 were me starting to figure it out, and this last one has been nothing more than superb!

When I say ?figuring it out? though, what do I mean? Specifically, this time I?m referring to managing my time. And before you go off somewhere else, no, I?m not going to give you one of those yawn-and-fall-asleep time management seminars. The reason why is today I?m only going to talk about one particular thing?.

Do what you?re good at, and get someone else to do the other stuff.

That?s it! Small Business Time Management 101. Did you *realise* that most people aren?t really all that good at most things (well duh Paul, of course). No, I?m actually being serious. Chances are you?re good at one or two things that need to be done each day, but no more. You may even be fortunate an be considered ?great? at one thing or another.

Me? I?ve got some pretty good graphics on my website, but I couldn?t create graphics quickly if my life depended on it. I have in the past sold DVD programs, yet I?ve never actually tried to author the DVD myself (I did the content while filming, but not the production). I?ve got some pretty amazing scripts running on my site (like my membership script), but it something goes wrong (gets hacked or cracked) and it stops working ? I?ve got no idea what to do about it.

In these areas I get help.

However, I?ve been writing since I was eight years old, I did a degree in creative writing when I was just out of high school having my first piece published during my second year? I KNOW I can write. I?ve also been up on stage since I was fourteen, I?ve spoken in front of crowds as much as ten thousand at a time in three different countries? I KNOW I can speak (which is why I?ve done so much audio work over these past years).

BUT ? (and here?s the kicker)

Just because ?I KNOW? that I can *do* these things? does that mean I?m any good at it?

Good Question!

Not necessarily. Just because I might *like* doing something (like writing or speaking ? because I?ve been doing them since I was a kid), DOESN?T mean that I?m automatically GOOD at them.

Understand?

It?s vitally important that we find out what we?re good at, that we can also enjoy each day as it comes. As a member of Maximum Success University you?ll have all the tools that you need to find if this ?Internet Marketing? thing is the right thing for you.

You need to ask yourself, ?What am I *really* good at??

You then need to look carefully at your business and see if there?s a way you can implement that (and sell / teach to others.)

That?s the key.

You see, the thing is; yes, I *am* good at writing. I *am* good at speaking?. but those are not the things I am BEST at.

[Sidebar: In order to truly determine what you're best at, you need outside help and outside advice. We can only *think* we're good at something... the right person who is 'outside' of us (our business, circle of friends, family etc.) can tell us the truth, no matter what the truth is.]

And so having done that, I have learned the truth? the thing that I am BEST at is training. Call it what you want? teaching, training, encouraging, building, motivating? whatever it is where you help one person move from one place in their lives to another, for growth and development and enhancement, THIS is what I?m best at.

And so that?s what I focus on in my business. I get other people to help out with the ?other stuff?.

It?s vitally important that you take stock of the ?what? and ?who? you are. That way you can focus your time and make sure that it counts. Take this single principle, not just in business, but in life, and you?ll come to gain a whole new success in things.

Pain Management at Josh Maher's Blog

Having lived with my arm in pain for roughly six years and having spent a year of that time trying to get the pain to go away, I quickly realized that the medical industry is seriously lacking an ability to manage pain. it turned out that chronic moderate pain was out of scope for most practitioners and the response was mostly ?live with it?. No methods for coping with the physical pain, no treatments, nothing. I dealt with it and adapted ? but always yearned for the pain to go away.

Finally last week I had a procedure (interposition arthoplasty w/an allographed tendon) done to get rid of the pain. I was pretty excited at the re-assurance the procedure would result in the pain levels going down and was ready to deal with a few days recovering on pain medications. There were the usual assurances on the amount of time it would take to recover and the level of pain I would be in during the recovery.

After getting home and having the general anesthesia wear off, I found that the pain medication they gave me wasn?t working. I thought maybe it was some extra swelling or maybe I wasn?t taking it easy enough, so I waited ? taking it easy, arm raised, and regularly taking the perscribed doses. as the evening went on, the pain got worse and we started calling the numbers the UW Medical Center (UWMC) provided us. My wife was calling, frustrated that I couldn?t sleep because the pain was too much and both of us concerned with taking too many of the medications. The UWMC nurse lines that answered said there was no way to reach the surgeon and if we wanted relief, we needed to go to the ER? great 1am and the only option is to get the kids up and ddrive the family to the ER for who knows what. My wife thought it through and called our medical providers nurse line. After a quick discussion we decided using benadryl to knock me out would be more effective, get a faster response, and be less costly for everyone. Of course this worked like a charm, while I didn?t sleep like a baby, I slept and was prepared to attack the pain on Saturday morning.

We quickly found that despite it not being 1am, we were up against the same problem ? everyone at UW Medicine had the response of ?go to the ER? ? ok fine. We?ll figure out what to do with the kids and come in? off we went for what we expected would be a visit with an orthopedic specialist, after all this hospital had all the records of what they did to my arm two days prior. when we arrived and explained who we were, we were confronted with the usual questions ? occupation, address of the place you work, etc. Ok, fine ? so the people in admitting are incompetent ? surely when we get triaged, they?ll have all our records and get us routed to the right place?

Well the incomptetance didn?t stop, no one in the hospital had any clue about what their surgeon did to me a few days ago, in fact they didn?t even know what I told the triage nurse, or any of the other nurses. In total we saw three nurses, sat in a room for four hours and were ultimately given two pills of a different medicine. Of course this other medicine worked and after some research on the internet (that my wife and I did on our mobiles while we waited) proved that the need to use a different medication like this is common. Of course none of the nurses beleived us, they all blamed poor care at home, a lack of staying on the pain medications, and all the other things I could have done to screw up. so ? I was sent home with instructions to use the original perscription and told everything would be better again. A few hours after getting home ? he arm started hurting again and we were at square one!

This time my wife was irate and started calling the UW again ? crying, yelling, anything to get someone to respond. this time they agreed to page a surgeon and he would call us back. Thankfully my wife didn?t stop there and she called the medical provider nurse line again to get a second opinion over the phone.?It took a few more hours and by the time the surgeon called it was nearly midnight again. The surgeon asked a few basic questions ? reviewed my file ? and said that the other pain medication would be the best option, so he wrote a perscription and my wife went to get it Saturday night.

Amazing, hours and hours of pain, hours on the phone with nurse hotlines, four hours with nurses in the UW ER, and this doc spends five minutes reviewing the details and perscribes a solution. If this is everyones experience getting healthcare, no wonder it costs so much. it seems anyone who read the details, understood what was happening, and understood the pain medicine involved could have solved this problem quickly and affordably.

River hits record flood level in North Dakota city (AP)

MINOT, N.D. ? Geese and airboats on patrol shared the streets of Minot on Friday as the Souris River set a new record for flooding, rising so quickly that it could be seen climbing up the side of homes in the North Dakota city.

The Souris broke a more than 130-year-old record at noon when it measured 1,558.52 feet above sea level at the city's Broadway Bridge. That was about 9. 5 feet above flood stage and a half-foot higher than the record set in 1881.

The river is expected to go as much as 6 or 7 feet higher over the weekend, fed by heavy rain upstream and water releases from Canadian reservoirs.

Minot expected widespread flood damage, and as many as 10,000 residents, about one-fourth of the city's population, were ordered from their homes earlier this week. Crews focused on protecting critical infrastructure to avoid an expanded evacuation.

"We don't like to lose," Capt. Jeff Hoffer, an Army National Guard officer, said during a tour of flooded areas Friday. "This is very disheartening. I feel badly for all the people."

The U.S. Fish and Wildlife Service launched four boats on Friday to patrol flooded neighborhoods, ready to respond to 911 calls. City officials said no injuries or incidents had been reported overnight. The evacuation zone was empty except for emergency officials and the geese, who paddled in about 5 feet of water washing down the streets.

George Moe, whose house was about a block from the water's edge, returned briefly to pick up some keys. Moe said the only thing left in his house was the mounted head of an antelope shot by his wife, who died about three years ago.

Moe, 63, said he had lived in the house for 40 years. He worried about it as well as the shop where he works as a mechanic; it was taking on water and he was unsure he'd have a job after the flood.

"I hate to see something go to hell after 40 years," he said. "There ain't much you can do."

The U.S. Army Corps of Engineers on Thursday accelerated water releases from the upstream Lake Darling dam. In just four days, the predicted release of water from the dam more than doubled ? from 11,000 cubic feet per second to 29,000. National Weather Service hydrologist Steve Buan laid the blame on 4 to 6 inches of rain that fell last week in largely rural ? and saturated ? areas to the north.

With peak water levels expected Saturday or Sunday, officials in North Dakota's fourth-largest city said they have done everything they can to protect critical infrastructure. Minot Mayor Curt Zimbelman said dikes have been raised as much as possible around the city's sewer lift station and can't be raised any higher. The city was confident the water treatment plant was protected.

"We need to hope that they hold," Zimbelman said.

The city issued a voluntary evacuation notice Thursday to 400 more people in the river valley, although officials said damage to those homes might be no more than water in basements.

City Council President Dean Frantsvog said authorities expect "a large portion of" the 4,400 homes and 200 businesses that have been evacuated "will be inundated."

In Burlington, a town of about 1,000 people a few miles upstream on the confluence of the Souris and Des Lacs rivers, city officials abandoned sandbagging as hopeless. About a third of 320 houses are expected to be lost in the town that was founded in 1883 and is the oldest in Ward County.

"We're no longer able to save the city," Burlington Mayor Jerome Gruenberg said Thursday.

Burlington officials instead sent people to help with a frenzied labor around Minot, a town best known for its Air Force base but also an important agricultural center and home to many laborers drawn to the oil boom in western North Dakota.

Heavy equipment hauled dirt and clay to raise dikes wherever possible ? an effort Zimbelman said would continue until rising water made it impossible. Workers and National Guard members were the only people to be seen in evacuated areas.

Fast-flowing water had overtopped dikes in some places and risen to the first level on several homes. A trailer park was under water. In one area, an old Chevy was half-submerged.

Near the water treatment plant, water had risen above a bridge deck; orange barricades blocked any traffic at either end. Loose clothes, beer cans, dark trash bags, a tire and other assorted trash could be seen floating in the Souris, cast off by departing residents.

Kathy Sivertson, 52, who lives a block outside the initial evacuation zone, was opting to ignore the recommendation for expanded evacuations. She spent part of Thursday moving her belongings out of her basement but said she'd stay in her house until "they kick me out."

Meanwhile, Leon Delker, 55, who lives nine blocks from the river, brought in a survey crew that estimated the water would rise 3 feet on his front door. He planned to remove everything but the American flag in front of his home and "stay out until this thing is over."

Some residents took refuge on the Souris River Golf Course, where longtime pro Steve Kottsick, 59, pieced together a makeshift 8-hole layout on the flooded course. More than 30 people took their swings on Thursday.

"People are a little down and out," Kottsick said. "Hopefully it helps them maintain some sense of normality."

The city's other 18-hole golf course, the Minot Country Club, lost its clubhouse Thursday.

Obama calls for innovation to spur jobs (AFP)

PITTSBURGH, Pennsylvania (AFP) ? US President Barack Obama on Friday unveiled a 500 million dollar initiative to unite top universities and industry leaders to create new manufacturing jobs from cutting edge technology.

Obama, seeking to convince recession-weary Americans that his policies will speed up the sluggish recovery and spur jobs growth, traveled to the former steeltown of Pittsburgh to roll out his plan.

He toured a display dedicated to an advanced robot that can penetrate sewer systems and inspected a combat vehicle manufactured in just three months thanks to new manufacturing techniques helped by taxpayer dollars.

He cited the products as a symbol of the reinvention needed in the US economy, following its crisis and loss of jobs to dynamic developing nations.

"For better and worse, our generation has been pounded by wave after wave of profound economic change," Obama said.

"Revolutions in technology have transformed the way we live and the way we work. Businesses and industries can re-locate anywhere in the world, anywhere that there are skilled workers, anywhere that there is an Internet connection."

Obama however noted that his hosts at Carnegie Mellon University had been in the vanguard of reinventing America's industrial base with state-of-the-art technologies.

"We have not run out of stuff to make -- we've just got to reinvigorate our manufacturing sector so that it leads the world the way it always has, from paper and steel and cars to new products that we haven't even dreamed up yet," Obama said.

"That's how we're going to strengthen existing industries, that's how we're going to spark new ones."

Obama's initiative, announced at Carnegie Mellon's National Robotics Engineering Center, will bring together universities, industry leaders and the US government to invest in emerging technologies.

Republicans used Obama's visit to cast doubt on his credentials to spark jobs growth after the worst financial crisis in decades.

"President Obama needs to change his way of thinking. He needs to realize that government doesn't create jobs, it creates debt," said Wisconsin Senator Ron Johnson in a web video.

"America is in an economic and debt crisis. What kind of leadership can America expect from a president who lacks the background and experience to know how the American economy works?"

Obama told reporters however during his Pittsburgh visit that the technologies he viewed proved how government could intervene to good effect.

He touted "government-funded research resulting in new products, new companies, new jobs."

Growth in the US manufacturing slumped nearly seven percentage points in May, in a sign of the slowing recovery and Obama has held several recent events to promote a sector vital to empowering economic recovery.

Debe ser dif?cil cuando se sabe, al mismo tiempo, que la desaparici?n de Nokia s?lo es atribuible a la decisi?n de usar casi exclusivamente Windows. Despu?s de que Stephen Elop hiciera la fatal elecci?n de OS (sistema operativo), Nokia no sobrevivir? y tendr? que venderse a Microsoft por cacahuetes. Solo Microsoft tiene el dinero y las ganas de seguir intent?ndolo con Windows y lo har?. Puede que lo consiga pero le veo pocas posibilidades. Esta tragedia para el ecosistema tecnol?gico europeo podr?a haberse evitado si Nokia hubiera hecho lo que hizo HTC; sobre todo adoptar Android y a?adir un? poco de Windows OS para mantener a Google inspirado. Pero rechazar a Android, que? tal y como est?n las cosas, es un regalo para la humanidad de parte de Google, es absurdo. Google no ha creado valor para s? mismo con Android pero ha creado toneladas de valor para empresas como HTC y Samsung. Analistas consideran que el 80% del valor de Apple es iOS pero solo el 3% del valor de Google es Android (y Apple vale casi el doble que Google). As? que hasta ahora Android es, por lo menos, un ticket para que otras empresas se hagan ricas a costa de Google. Entonces, ?por qu? pas? Nokia de este regalo? Pura estupidez. Primero, favoreci? un OS obsoleto, Symbian (que todav?a apoya pero ya decidi? abandonar); luego fue a por otro, MeeGo, que est? bien pero no tiene apoyo; y ahora se juega su futuro con Windows que, aunque est? bien no asegura lo que Nokia necesita: un futuro.?Una simple historia de malas decisiones que muestra c?mo grandes gigantes pueden caer por equivocarse de salida.

Y justo hoy veo esto: un video donde mi amigo Marko Ahtisaari muestra el dise?o del nuevo Nokia N9 que usa como sistema operativo, no Windows, sino MeeGo! Un sistema operativo que probablemente no ser? nada m?s que un experimento. Al menos me qued? con esa impresi?n despu?s de haber le?do este art?culo que describe muy detalladamente lo que ha estado ocurriendo en Nokia desde que lleg? Stephen Elop. En enero se ?descubri?? que solo se iban a poder lanzar tres nuevos modelos con MeeGo hasta el a?o 2014, y eso que MeeGo iba a ser la nueva plataforma principal de Nokia antes de que se hiciera la alianza con Microsoft. En general, la estrategia de Nokia es bastante confusa. Es posible que la compa??a quiera demostrar que todav?a es capaz de innovar para detener la ca?da libre de sus acciones en bolsa (el valor de Nokia ha bajado un 40% desde que se anunci? la alianza con Microsoft). Pero la ?nica soluci?n para salvar a Nokia que yo veo es la de adoptar Android. As? de f?cil.
