U.N.'s Ban decries "horrors" in Syria, urges end to war

KUWAIT (Reuters) - Denouncing "unrelenting horrors" in Syria's war, U.N. Secretary-General Ban Ki-moon appealed on Wednesday for an end to the violence and more aid to address a situation he said was catastrophic and worsening by the day.

"How many more people will be killed if the current situation continues?" Ban said, addressing a donors conference in Kuwait aimed at raising money for U.N. humanitarian work.

"I appeal to all sides and particularly the Syrian government to stop the killing ... in the name of humanity, stop the killing, stop the violence," the U.N. leader said.

Syrian opposition activists said at least 65 people were found shot dead with their hands bound in the embattled northern city of Aleppo on Tuesday, the latest reported massacre over the course of 22 months of conflict.

They blamed militiamen loyal to President Bashar al-Assad, while the government blamed the Islamist rebel Nusra Front. It was impossible to confirm who was responsible given Syria's restrictions on access for independent media.

More than 60,000 people have been killed in all, according to a U.N. estimate, since the conflict began as a peaceful movement for democratic reform and escalated into an armed rebellion after Assad tried to crush the unrest by force.

An official of the Gulf Cooperation Council, a grouping of six Gulf Arab states, said a total of $1 billion had been pledged at the meeting by midday, after promises of $300 million each from Saudi Arabia, Kuwait and the United Arab Emirates.

The United Nations warned on Monday that without more money it would not be able to help millions of Syrians and appealed for donations at the aid conference to meet its $1.5 billion target.

Four million Syrians inside the country need food, shelter and other aid and more than 700,000 more are estimated to have fled to countries nearby.

SCALE OF CRISIS ESCALATES

King Abdullah of Jordan told the gathering that Syrians had taken refuge in his country in their hundreds of thousands but Amman's ability to help was at its limits. "We have reached the end of the line, we have exhausted our resources," he said.

U.N. humanitarian chief Valerie Amos said that Syrian agriculture was in crisis, hospitals and ambulances had been damaged and even painkillers were unavailable.

Harsh winter weather had made matters worse, and people lack winter clothes, blankets and fuel, with women and children particularly at risk, she said, adding:

"We are watching a human tragedy unfold before our eyes."

The conference was seeking pledges of $1 billion of aid for Syria's neighbors hosting refugees and another $500 million to fund humanitarian work for 4 million Syrians afflicted by the civil war inside the country.

The aid would fund operations for the first half of this year, but the United Nations has so far received pledges covering just 18 percent of the target, unveiled last month as the scale of Syria's humanitarian crisis escalated sharply.

Even if pledges are made, aid groups have found in the past that converting promises into hard cash can take time.

Nevertheless, there was early positive news for the gathering when the oil-rich states of Kuwait, Saudi Arabia and the UAE each pledged $300 million in aid.

Kuwait's emir, Sheikh Sabah al-Ahmad al-Sabah, told the meeting "horrifying reports" of violence had raised questions about Syria's future and aid efforts had to be redoubled.

SEXUAL VIOLENCE, DETENTIONS

But Ban said much more remained to be done. "The situation in Syria is catastrophic and getting worse every day," he said.

"Every day Syrians face unrelenting horrors," he said, including sexual violence and detentions.

Iran, a close ally of Assad, said the blame for the humanitarian crisis lay with opposition fighters who had come to Syria from abroad.

Iranian Foreign Minister Ali Akbar Salehi said the government and its Syrian opponents should "sit and talk and form a transitional government".

From gulags to dusty donkeys, Google Maps reveals Earth's mysteries

On Monday, Google officially updated North Korea on Google Maps. Thanks to crowd-sourced data, the area is no longer blank, but instead includes markings for just about everything???right down to the locations of its prison camps. This isn't the first time Google Maps (and its 3-D counterpart, Google Earth) helped reveal previously obscured ??or even unknown ??geography.

In late 2011, Google Maps images called attention to strange patterns etched into the surface of China's Gobi Desert. There were speculations that the patterns were related to weapons-testing sites or even messages from aliens,?but?the?consensus,?according?to?Natalie Wolchover?of?Life's?Little?Mysteries,?was?that?they?were?satellite?calibration?patterns.?

Another pattern found not far from there, a?"Stonehenge-like arrangement of objects radiating outward, with fighter jets parked at its center,"?is?likely?used to test radar from space.

A year later, yet another mysterious pattern was spotted in yet another Chinese desert.?LiveScience's?Tia Ghose?reported?that?these?were?the?result?of?geological surveys for nickel mines.

Google Earth, another aspect of Google's geo project,?has also?helped an?archaeologist discover ancient Egyptian ruins.Much of the excitement over that discovery evaporated though as ? after some initial confusion regarding whether they ruins were previously undiscovered pyramids or other formations ? it turned out that at least some other researchers were already aware of this point of interest.

Thanks to Google Maps' Street View, folks have been exploring areas they may never see in person. For example, thousands of images from Australia's Great Barrier Reef and other coral locales were stitched together into 360-degree panoramas, so that anyone can take a trip from the comfort of his or her own desk.

"This will allow the 99.9 percent of the population who have never been diving to go on a virtual dive for the first time," said Richard Vevers, project director for the Catlin Seaview Survey (which worked in partnership with Google to capture images for these panoramas), told NBC News?when the project was first publicized.

Ancient Mexican monuments such as Teotihuacan, Chichen Itza and Palenque are also included in virtual tours, along with?countless businesses which, as part of an extension to the Google Street View project, allow users to virtually explore building interiors.

Sometimes Google's mapping products can cause controversy. When?a data glitch related to Google Earth's underwater seafloor imagery led to the appearance of a grid-like pattern, some proclaimed it?must indicate the existence of Atlantis. The "evidence" of the mythical city's presence disappeared as soon as Google incorporated fresh data and smoothed over imaging artifacts.

At least one mapping controversy ended with new research, however.?When a Nicaraguan general?alleged that Google Maps displayed erroneous borders between his country and Costa Rica. The secretary general of the Organization of American States was sent in to examine the area and resolve the cartographic drama.

And then there was that time a?Google Street View car ran over a donkey ? or at least appeared to. ?"Over the last 24-hours concerned members of the public and the media have been speculating on the fate of a donkey pictured in Street View in the Kweneng region of Botswana,"?wrote?Google's?Kei?Kawai?in?a?blog?post.?Fortunately?for?Google,?the?car?took?many?photos,?and?a?review?of?them?clearly?showed?the?donkey?moving?aside?safely.?"I'm pleased to confirm the donkey is alive and well."

Google's not above showing us what's behind the curtain in its own data centers, either. Thanks to Street View tours of the interiors of the company's previously unseen buildings, we now know that Stormtroopers and R2 units guard our precious data.

The Engadget Interview Daniel Graf talks Google Maps for iOS

"It has been a wonderful success for us," says Daniel Graf about Google Maps for iOS. Originally from Switzerland, Graf worked for Leica and Philips, and went on to co-found video service Kyte before landing at Google in 2011. There, he ran the mobile apps lab before taking the role of director of Google Maps for mobile, where he oversees the Android and iOS versions of the iconic mapping app. We recently got the chance to spend a few minutes with Graf at Google's Mountain View headquarters to discuss the iOS app, which launched last December. He's clearly passionate and proud of his work: "It has been an interesting project, because we got the opportunity to start from scratch." Graf explains that the Android version "is actually seven years of history, seven years of product, [...] seven years of user experience. On iOS, we didn't have those seven years so that gave us a chance to take a step back and say. 'Hey, what would be the next-generation mobile mapping experience?'" Read on after the break.

With iOS 6, Apple ended its partnership with Google and experienced some growing pains with its own mapping app. Still, even in iOS 5, the app only offered a fraction of the functionality provided by Google Maps for Android -- lacking voice guidance and 3D views, for example. Graf and his team set out to create an iOS app that wouldn't just catch up with the Android version, but would also showcase the direction the company was taking in terms of user experience. "When Larry [Page] came on board as CEO two years ago, he talked about beautiful experiences and we had very functional and very useful experiences and in term of beauty I think there was work to do," says Graf. "Now two years later if you actually use our product on desktop, on Android, on iOS there's a theme there ... there's a design language there, and I would say actually they're beautiful."

It's not just Google Maps for iOS that's been revamped. Over the past nine months, the company's been busy updating its mobile apps across the board with a more cohesive look and feel. It all started with Google Now -- launched alongside Jelly Bean at Google I/O -- followed by Google+ on both platforms, and more recently GMail and Google Maps on iOS. Interestingly, the Android version has not (yet) been updated to reflect the new design language. The iOS app makes extensive use of info sheets similar to those used in Google Now. "Given the feedback we have gotten from our audience about the user experience here, I would say this is kind of the direction we want to move forward," says Graf. "It's way more use-case driven ... It should actually happen based on your actions."

We asked Graf what challenges his team encountered while building Google Maps for iOS. "With a mapping app, it's actually similar to a gaming app because the map you see here, the 3D rendering we have here, so you need a 3D renderer; you need an engine for that, and that was new for us -- a 3D renderer for iOS." The iOS app is written in Objective C (versus Java on Android) and required fine-tuning: "To get that to a performance [level] where we have it now, that was definitely a technical challenge." But there was another hurdle on iOS: "There's no common login infrastructure like we have on Android -- hopefully that's coming." When pressed whether this is a political issue (related to Apple's stringent app requirements) Graf mentions that "it's a business decision, but it's a technical challenge as well."

Despite being more polished than its Android counterpart, Google Maps for iOS lacks some features, such as Latitude (it's a separate app). Graf admits that "it would be quite interesting to see your friends on the map within Google Maps for mobile." For this version, however, it was important to simplify: "We obviously wanted this app out before the holidays, which we managed to do in December, so there was a lot of time pressure to get it out but we didn't want to make compromises so we said is let's focus on the key use cases which I think we nailed." We inquired about how much Google Maps development is cross-platform. "Of course we have an Android team; we have an iOS team; we have different platform teams and they work very closely together," says Graf. "You do want basically the best experience possible for a platform, so you probably have to develop native." Watch the full video interview above.

Los Angeles mayoral hopefuls debate cutting budget, trimming pensions

LOS ANGELES (Reuters) - Los Angeles' five mayoral candidates sparred over its ailing economy Monday night, each claiming to be best qualified to reduce a persistent public deficit, reform the public pension system and attract business to the second-largest U.S. city.

The candidates, vying to succeed Antonio Villaraigosa, skirmished in a televised debate at the city's University of California over how best to close an expected $200 million budget shortfall.

"We're talking about bankruptcy in Los Angeles," said candidate Kevin James, a former assistant U.S. attorney and the lone Republican in the race. "That does not instill confidence ...in businesses that are looking at moving to our great city."

The candidates agreed the city must negotiate with its powerful unions to reduce the cost of pensions for city workers that threaten to further deepen its deficit.

"If we don't have a viable pension system in the city of Los Angeles, they don't have a pension later on," City Controller Wendy Greuel said.

City Council members Eric Garcetti and Jan Perry each argued that their years of leadership and experience dealing with unions made them the best suited to deal with budgetary issues.

Garcetti said he negotiated concessions from current and future union workers that have saved the city millions of dollars. "You need the next mayor to have those qualities," he said. "We can't tax and cut our way out of this."

James touted his independence, saying he wouldn't be beholden to unions during pension talks, he said.

Former technology executive Emanuel Pleitez pointed to his successes in the private sector and his experience as an economic adviser to the Obama Administration.

Garcetti and Greuel have raised the most money thus far - about $3.6 million each, according to campaign filings with the city.

A primary election will be held on March 5, with a runoff on May 21 pitting the top two finishers against one another, unless one candidate receives a majority of votes in the March primary. The new mayor will be sworn in on July 1.

This is the race city's first competitive mayoral election since Villaraigosa took office in 2005. He easily won re-election in 2009 but is now restricted from seeking another term.

Report: Pentagon to boost cybersecurity force fivefold

WASHINGTON (Reuters) - The Pentagon has approved a major expansion of its cybersecurity force to counter a growing threat of hacking and to conduct offensive operations against foreign foes, the Washington Post reported on Sunday, citing U.S. officials.

The officials, who were not named because the plan is not yet public, said the move would increase the cybersecurity force fivefold, from 900 personnel to a total of 4,900 troops and civilians.

It said senior Pentagon officials made the decision late last year amid a string of attacks, including one that wiped out more than 30,000 computers at a Saudi Arabian state oil company.

The increase in personnel was requested by the head of the Defense Department's Cyber Command.

A Pentagon spokesman had no immediate comment, but said he was aware of the report in the Washington Post.

The plan, the paper said, calls for creating three types of force under the Cyber Command.

"National mission forces," would protect computer systems that undergird electrical grids and other kinds of infrastructure. "Combat mission forces," would help commanders abroad execute attacks or other offensive operations, while "cyber protection forces," would focus on protecting the Defense Department's own systems.

Illinois to allow immigrants to get licenses

SPRINGFIELD, Ill. (AP) ? Illinois is the fourth state to allow illegal immigrants to obtain a driver's license with a new law signed by the governor.

Democratic Gov. Pat Quinn signed the legislation Sunday surrounded by hundreds of supporters who say the measure will make Illinois' roads safer and expand opportunities for illegal immigrants.

Quinn says people need a way to get to work, drive to the doctor and drive their children to school. Chicago Mayor Rahm Emanuel says the new law should serve as a model for the nation.

New Mexico and Washington both issue licenses to undocumented immigrants, while Utah issues permits.

Illinois officials say the dissemination of the temporary licenses is expected to begin in November.

The legislation was billed as a public safety measure and had bipartisan support.

Kolkata: The Trinamool Congress government, which has voiced its opposition to land acquisition by the state government, is going in for the biggest land acquisition drive after coming to power.

A decision of the Left Front government in December 2010, to acquire 3, 600 acres of land at Gourandi and Banjemari mouzas of Burdwan district to build a housing project for the people evicted by Eastern Coalfields Limited (ECL) for its mining projects has been re-approved by the Commece and Industries Department, and the proposal will be placed before the state cabinet for its re-validation.

?Minister for Commerce and Industries Partha Chatterjee has given his seal of approval, and it is going to be put before the cabinet shortly,? an official of Land and Land Reforms Department told The Indian Express. The project will be executed by Assansol Durgapur Development Authority (ADDA) at a cost of Rs 2,650 crore. While the state government through ADDA will acquire the land, the money for the project will be given by the ECL.

The then Left Front government could not go ahead with the project because of opposition by some of the land owners. As the 2011 Assembly elections were drawing near, then Left Front government, stung by land problems, decided to shelve the proposal.

The Trinamool government decided to revive the project after conducting a survey. ?We have arrived at a tentative figure of providing rehabilitation to 40,000 families,? said Antara Acharya, CEO of ADDA. The families were displaced by ECL?s mining activities in Burdwan district.

Government officials said the land is being taken to fulfil a ?public purpose? and the policies of the present governemnt are not being compromised. ?It is not being taken for setting up any private industry. The project is for the benefit of poor people,?? an official of the department told The Indian Express.

There were about 32,000 families whose land is being taken for the housing project and 50 per cent of them are squatters, said ADDA. While for ?genuine? land owners, the government will compensate according to the provisions of Land Acuisition Act of 1884, for the squatters, the government is working out a compensation package. Sources said the compensation to the squatters will be similar to the one awarded to farmers in South 24-Parganas district whose land was taken for building embankments for resisting cyclones like Aila.

The ?genuine? landowners will be paid the price in accordance with the market value ? a solatium of 30 per cent of the market value and some more small benefits. ?A large chunk of the land (for the housing project) is barren. Even though there is some agricultural land, all are single crop ones. There had been some opposition from some of those who were encroachers and we have overcome them. Negotiations are on to pay them some amount of compensation too,?? Acharya said.

Villanova Upsets Syracuse 75-71 In Overtime (VIDEO)

PHILADELPHIA ? Ryan Arcidiacono hit the tying 3-pointer with 2.2 seconds left in regulation, and James Bell hit consecutive 3s in overtime to send Villanova to its second win over a Top 5 team this week, 75-71 over No. 3 Syracuse on Saturday.

The Wildcats defeated No. 5 Louisville 73-64 on Tuesday and became the first unranked team to beat two Top 5 teams in the same season since Florida State in 2011-12, according to STATS LLC.

Arcidiacono's 3-point attempt to tie with about 25 seconds left in regulation was off the mark. Syracuse's Michael Carter-Williams missed the front end of a 1-and-1 and JayVaughn Pinkston of the Wildcats grabbed the rebound.

Bell missed a 3 and Mouphtaou Yarou grabbed the offensive rebound. Syracuse decided not to foul, giving Yarou time to kick it out to Arcidiacono. He let go a leaner from just beyond the 3-point line to tie the game at 61, force overtime and send the crowd into a frenzy.

With the Orange (18-2, 6-1 Big East) down two points in overtime, Brandon Triche made one free throw with 46.5 seconds left.

Bell followed with a layup to for a 71-68 lead and the Wildcats (13-7, 4-3) held on from the free throw line.

Philly's college fans came down with a case of court-storming fever this week after Villanova's win over Louisville and La Salle's 54-53 win the next night over No. 9 Butler. At the Wells Fargo Center, home of the NHL's Flyers, the fans made it a Philly hoops hat trick, rushing the court in celebration of one of the biggest regular-season weeks in Villanova history.

Florida State beat No.3 North Carolina and No. 4 Duke in its big week.

Darrun Hilliard scored 25 points and Yarou had 14 points and 16 rebounds for the Wildcats while Bell scored 13 points.

Triche led the Orange with 23 points and Carter-Williams scored 17 points. The Orange had an eight-game winning streak and both of their losses came to Philadelphia teams. They lost to Temple on Dec. 22.

The Orange clearly could have use James Southerland in the tight game. Southerland, second on the team in scoring at 13.6 points and the team leader with 33 3-pointers, was declared out indefinitely because of an eligibility matter involving academics that has yet to be resolved.

Jerami Grant, who played well in Southerland's absence, fouled out with 5:22 left and the Orange up one. His fifth foul was against Hilliard. Hilliard missed both from the line, the Orange stormed down in transition off the defensive board, and Triche hit a 3 for a 57-53 lead.

The Orange just could never put them away. They missed six of eight shots in overtime and were only 5 of 14 overall from 3-point range.

Grant's 3-pointer early in the second half gave the Orange their first lead of the game, 33-32.

The Wildcats gave all the students standing behind each basket and dressed in white an early reason to think they would be rushing again. They opened the game on a 10-0 run and stretched the lead to 25-13. But the fun didn't last long.

Triche, a 50 percent shooter on the season, hit Syracuse's first 3-pointer of the half to slice the lead to four. He tipped in a basket at the buzzer to cut the lead to 32-26.

Syracuse missed 10 of its first 14 shots and finished at 29 percent for the half.

This week's good reads includes a look at the billowing fog surrounding bank regulations, the disappearance of unskilled labor jobs, the American tradition of self-help, and a profound act of forgiveness by a victim's family.

?Banks today are bigger and more opaque than ever, and they continue to behave in many of the same ways they did before the crash,? write Frank Partnoy and Jesse Eisinger, authors of the Atlantic piece.

Complexity and opaqueness are the core of the problem, according to the authors. They cite a wide range of former bankers, investors, and regulatory officials who know the banks best and who ?absolutely? don?t trust their accounting. Even the banks with the best reputations, JP Morgan or Wells Fargo, are impenetrable black boxes with annual reports that defy parsing by even the most expert readers.

The fog of financial complexity is matched by a fog of rules ? as regulators parry moves by the bankers ? but always a few moves behind. The famed Glass-Steagall Act of 1933 ran to 37 pages. Dodd-Frank of 2010 was 848 pages and may balloon to 30,000 in the end. By the time the law?s ?Volcker Rule? is finalized, ?only a handful of partners at the world?s biggest law firms will understand it.?

The authors would offer the following version instead: ?Banks are not permitted to engage in proprietary trading. Period.?

That would save a lot of paper.

Maybe the Luddites had a point

Traditionally, technology has raised incomes for each generation by raising worker productivity. But ever smarter technologies are replacing the need for unskilled labor altogether, argue economists Jeffrey Sachs and Laurence Kotlikoff in a paper for the National Bureau of Economic Research.

Think, for example, of the fully automated turnpike tollbooths or checkout stands at Home Depot. Investors are benefiting from these innovations, as are highly skilled programmers and technologists. (And lines are shorter.) But the jobs that are disappearing are the unskilled ones that offer young people a first few steps up the economic ladder. Without them, the authors argue, we don?t really have a ladder, and lifetime well-being slips by a generation. So what to do? For individuals, this sounds like a warning to get some skills.

?Although smart machines substitute for unskilled workers, they are designed and run by skilled workers. So it?s no surprise that the incomes of skilled workers have risen relative to those of unskilled workers.? The authors note that this is one reason the wage premium for college graduates has increased from around 40 percent in 1999 to more than 80 percent today.

Helping ourselves

From Benjamin Franklin to Oprah Winfrey, from ?How to Win Friends & Influence People? to ?The 4-Hour Workweek,? self-help advice is a very American phenomenon ? and getting more so, according to Laura Vanderkam writing in the quarterly City Journal. More than 45,000 self-help book titles are in print, she writes, and the genre?s share of all titles published doubled from 1975 to 2000.

?There is much to mock? in this field, she notes, and she runs through its history and various critiques. But there is much that is useful as well. Socially mobile Americans construct their own notions of the good life, in DIY-style, ?from what we see of the world around us ? and what we find at the bookstore.?

Crime and recovery

In these weeks following the Newtown, Conn., shooting, there is something ? dare we say healing? ? in The New York Times Magazine story by Paul Tullis about the killing of Ann Grosmaire by her fianc?, Conor McBride, in 2010. The crime came in a moment of overwhelming emotion after an argument between the two community college students that had stretched on for 38 hours. It was not premeditated exactly, but it wasn?t an accident either.

As the father of the mortally wounded and unconscious Ann sat with her in a Tallahassee, Fla., hospital, he ?felt? her say ?Forgive him? so clearly that he spoke his refusal aloud. But he kept hearing that message in her voice. A devout Roman Catholic, he was praying in the hospital four days later, shortly before removing her from life support, when he ?realized it was not just Ann asking me to forgive Conor, it was Jesus Christ.?

The journey the family went on then took them through a process called ?restorative justice,? which strives for agreement among everyone involved in and affected by a crime over how to make restitution. This means that victims, offenders, and their families sooner or later end up sitting around a table and talking.

The upshot, in this story as in others, is forgiveness. Says Ann?s mother, Kate: ?I think that when people can?t forgive, they?re stuck. All they can feel is the emotion surrounding that moment.... Forgiveness to me was self-preservation.?

Logitech to phase out production of console gaming accessories ...

The third quarter of fiscal 2013 wasn't especially awesome for Logitech, despite the fact that I personally spent 30 of my own dollars on a wireless keyboard within that time frame. Whereas the same period last year saw a net profit of $55 million, Logitech posted a net loss of $194.9 million in its most recent earnings report.

As a result, some of Logitech's divisions will be scaled back, while others will be discontinued altogether. "We have initiated the process to divest our remote controls and digital video security categories, and we plan to discontinue other non-strategic products, such as speaker docks and console gaming peripherals," said Logitech president/CEO Bracken P. Darrell.

While Logitech's console peripheral business will disappear, the company's PC gaming offerings will remain unchanged. We've also been able to confirm that Logitech console accessories that have already been purchased will continue to exist, and will not crumble into piles of dust. These cost reduction measures are expected to take place "by the end of Calendar Year 2013."

Facebook preventing Twitter's Vine from finding friends

Twitter's Vine officially launched on Thursday and things have already been fairly rough for the?new video-sharing service. First we noticed that it seems to lack any proper privacy settings or features and now it seems as if Facebook's preventing Vine from finding any friends.

As the Verge's Jeff Blagdon points out, some Twitter users are calling attention to an error message which appears when they attempt to find Facebook friends on Vine. "Vine is not authorized to make this Facebook request," the message explains.

We reached out to both Facebook and Twitter to find out more about this error message. A Twitter spokesperson responded with a polite message pointing us to a post on the official Facebook developers blog. (Yes, yes. This made us chuckle for a moment, too.)

In the blog post, Facebook's Justin Osofsky, director of platform partnerships and operations, clarifies some of the social network's platform policies.?He basically explains that most apps use Facebook's platform to give people an easy way to log into apps, easily share content and so on. But, he writes, there is a small number of apps which are "using Facebook to either replicate [its] functionality or bootstrap their growth in a way that creates little value for people on Facebook."

"[W]e?ve had policies against this that we are further clarifying today," he writes, linking to the social network's platform policies page, which explains why Vine's cut off:

Facebook Platform enables developers to build personalized, social experiences via the Graph API and related APIs. If you use any Facebook APIs to build personalized or social experiences, you must also enable people to easily share their experiences back with people on Facebook. [...]?You may not use Facebook Platform to promote, or to export user data to, a product or service that replicates a core Facebook product or service without our permission.

In other words: No, Vine. You can't make friends by leaning on Facebook.

Of course, this siliness?is just the latest skirmish in a long battle over "friends" between Facebook and Twitter.?Facebook blocked Twitter's access to the social network's in-app friend finder in mid-2010 and Twitter later killed Instagram's ability to find friends easily. (Instagram, as you may remember, is now owned by Facebook.

Guess it's Twitter's turn to do something again.

Third-grader takes loaded gun to Detroit-area school

INKSTER, Mich. (AP) ? Authorities say a third-grade student brought a loaded handgun to his Detroit-area school but was stopped before he walked through the doors.

School district spokeswoman Val Hughes says the principal at Daly Elementary School in Inkster was tipped by a phone call before school started on Friday morning.

She says the principal met the boy at the school's entrance. The boy and weapon were removed from school grounds around 9 a.m.

Hughes says no one was harmed and that other students weren't aware of what happened.

No details were released about how the boy got the gun or why he took it to school.

Inkster police told The Associated Press that they couldn't release any information about the incident.

Inkster is about 15 miles west of Detroit.

AT&T subscriber growth beats but profit margin misses

NEW YORK (Reuters) - AT&T Inc's fourth-quarter profit was lower than expected but the telephone company promised earnings and revenue growth this year even if the economy does not improve.

Along with growth from its existing business, Chief Executive Randall Stephenson said on Thursday that AT&T is also eyeing overseas opportunities. He said the idea would be to profit from wireless expansion in countries where services are not yet as advanced as in the United States.

"The question is if there are opportunities for us to participate in that growth around the world" Stephenson said on a conference all with analysts. "There's just a lot of different ways to think about it. There's a lot of options."

Stephenson declined to say if AT&T would make overseas acquisitions in response to a question about a recent report that it was considering European transactions. Instead, he listed options such as international roaming deals for AT&T customers traveling overseas and the possibility for overseas expansion of a home security business AT&T is developing.

AT&T, the No. 2 U.S. mobile service provider, posted stronger than expected fourth quarter subscriber growth but this also put pressure on its wireless profit margin as it spends heavily on every new subscriber it signs up.

It added 780,000 mobile subscribers in the quarter compared with the average expectation for 699,200 from 10 analysts, with the lowest estimate at 475,000 and the majority of estimates at 700,000 or higher.

AT&T's wireless growth was slower than bigger rival Verizon Wireless, a venture of Verizon Communications and Vodafone Group Plc, which reported subscriber additions of 2.1 million on Tuesday. Sprint Nextel, the No. 3 U.S. mobile provider, does not report its results until February 7.

AT&T's fourth quarter loss was $3.86 billion or 68 cents per share, compared with a loss of $6.68 billion or $1.12 per share in the year-ago quarter when it shouldered big charges including the break-up fee for its failed purchase of T-Mobile USA, a Deutsche Telekom unit.

Excluding unusual items earnings per share was 44 cents per share, a penny lower than Wall Street analysts had expected, according to Thomson Reuters I/B/E/S.

"When you have better subscriber growth its understandable your earnings miss a little," said Guggenheim Securities analyst Shing Yin, adding that the results overall were "acceptable."

While AT&T's sale of 8.6 million Apple Inc iPhones in the quarter helped subscriber numbers it hurt profits as AT&T pays Apple a big subsidy for every iPhone it sells so it can offer discounts to customers who commit to contracts.

AT&T's wireless service profit margin based on earnings before interest, tax, depreciation and amortization was 29.1 percent, compared with the average expectation for 31.29 percent from ten analysts contacted by Reuters.

Stephenson said he would keep a close watch on a strategy outlined by smaller rival T-Mobile USA to offer smartphone installment plans under which consumers would pay for their smartphones gradually. If it followed this plan, AT&T would not have to pay a big upfront subsidy for phones.

"That's something we've looked at on several occasions. I kind of like that idea," Stephenson said. "Its something we're going to be watching."

AT&T forecast 2013 earnings per share growth in the upper-single digit percentage range or higher and revenue growth exceeding 2 percent based on strength in wireless and its wireline consumer business. It said that the growth assumed "little improvement" in the economy.

"Guidance was good but not dramatically good," said Hudson Square Research analyst Todd Rethemeier.

Revenue rose to $32.58 billion from $32.5 billion and compared with Wall Street expectations for $32.2 billion, according to Thomson Reuters I/B/E/S.

AT&T shares were down 2 cents in late trade at $33.73 after closing at $33.75 on the New York Stock Exchange.

Wrong Diet and Too Much Exercise Can Sabotage Weight Loss ...

You think you do everything right. You stick to a lean diet and you go for runs and workouts in the gym. Still, the numbers on the scale won?t budge. It?s a frustrating experience many Americans go through during ?resolution season? when the damage from the holidays is supposed to get undone.

There can be multiple reasons for unsuccessful attempts at weight loss. Surprisingly, some of the most logical measures such as calorie restriction and fitness training can be among them. How is that possible?

?A healthy diet and consistent exercise are a safe bet at dropping pounds, yet research and evidence suggests that other factors may contribute to how easy it is for you to gain and lose weight,? says Jenna Morris, a personal trainer and writer for?Livestrong.com.

Of course, making changes to eating habits that resulted in weight gain may be necessary. But you should proceed with caution, warns Morris. ?If you dip too far below your recommended daily intake, then you risk actually slowing your metabolism and making weight loss even more challenging.?

If your weight loss efforts are too aggressive, you may deprive your body in unhealthy ways. A simultaneous reduction in calorie intake and increase in expenditure can cause you to burn valuable, metabolic-boosting muscle, which can make it harder to lose weight, warns Dr. Melina Jampolis, a physician nutrition specialist and contributor to?CNNhealth.com.

Studies on the effects of different levels of exercising on weight loss have found that high-intensity training may not always produce the desired (or imagined) results. People who watch weight loss shows like ?The Biggest Loser? on NBC often come to believe that exhausting workouts are the answer, when in fact moderate but consistent exercise routines have shown greater long-term success.

?People who exercise less may end up burning just enough calories to lose weight, but not enough to feel compelled to replace them, either by eating more or remain sedentary otherwise,? said Dr. Mads Rosenkilde of the?University of Copenhagen, Denmark, the lead researcher in one of the?studies. ?Those who exercise a lot [?] may feel more drained, which prompts them to compensate.?

There can also be other factors involved such as interference from medications or medical conditions like an underactive thyroid gland or Cushing?s syndrome. Or genetic components to weight and metabolism may play a role. There are hundreds of genes that are responsible for weight regulation, says Dr. Jampolis, many of which are designed for survival by preventing starvation. In our modern environment where food is plentiful, they still function, but often in the wrong way.

For healthy, lasting weight loss, she recommends introducing smaller changes over time. If you still can?t lose weight, it might be better to just accept your current weight for the time being and focus on the prevention of more weight gain, which is for many a hard task in itself. But don?t give up on your regular exercise routine, she advises. ?It is much healthier to be fit and overweight than to be thin and inactive.?

The Behaviors that Destroy Your Financial Health (and How to Avoid Them)If you received a raise tomorrow, what would you do with the extra money? Most people would celebrate?maybe with a nice dinner out or a great bottle of wine, which you deserve. However, earning more should not always change your current or long-term spending habits. The problem is that our minds have the tendency to think we can (and should) spend it. This can quickly create a loss of context, consistency, and control.

These behavioral tendencies are often seen in clinical disorders, and can affect your financial health. They're also far more common than many realize.

Financial wellness is not about having so many dollars in your bank account, but about being someone who behaves in a financially healthy way by spending, saving, and living better. But what about those unhealthy financial behaviors that sneak up on us? How do we face them head on, instead of sweeping them under the rug?

You may be shocked to learn that basic elements of common behaviors often seen in personality disorders can trickle into the lives of even the healthiest of individuals and affect their day-to-day financial behavior. Let's explore three of the most common behaviors.

A Loss of Perspective

The first behavioral challenge we all face is a loss of perspective.

Remember your first paycheck? While we all savored that initial euphoria of the world being our oyster, that feeling dissipated quickly once you discovered the limits of your own largesse and factored in unavoidable expenses such as rent, car payments or student loans. By not falling into that same mental trap today and assuming you have more money than you actually have, you'll avoid the sticker shock you get when you open up your credit card statement each month.

You don't need to experience euphoria to feel wealthier than you actually are. But you're damaging your financial health by not looking at your numbers or balancing how much you're spending with how much you're earning.

"When people are manic, they have an inflated self-esteem and view of themselves?their sex appeal, their resources?and they have the inability to process the consequences of their actions, which leads to staggering indiscretions," says Dr. Igor Galynker, a psychiatrist and the director of the Family Center for Bipolar at Beth Israel Medical Center in New York City.

How can you avoid this? One simple approach is to come up with your "Daily Spend" so you never lose focus. What is your Daily Spend? It's your take home pay, minus all of your required living expenses divided by 30. When you go out shopping, you'll have a whole new perspective when you realize that the nice shirt you're looking at is seven days worth of your Daily Spend.

An Addictive Personality

We've all heard it. A lot of us have said it. "I have an addictive personality." But in most cases, we're referring to an innocent attachment to something we can't live without: a daily habit. Our trusted Starbucks latte fix. An after-work glass of wine. Eating out for lunch every day!

While neither of these simple pleasures would classify us as an addict, have you stopped to think about how these daily purchases are affecting your financial health? How much are they costing you in the grand scheme of things? And could you live without them? In many cases of alcohol, drug, or gambling addiction, these behaviors started out just like anyone else?innocent and sparse?but spiralled as the daily fix lost its luster.

"No one knows what causes addictive behaviors, like shopping, alcoholism, drug abuse, and gambling," says Ruth Engs, a professor from the applied health science department at Indiana University. "Some of the new evidence suggests that some people, maybe 10%-15%, may have a genetic predisposition to an addictive behavior, coupled with an environment in which the particular behavior is triggered, but no one really knows why."

While you aren't likely to go broke from frequent trips to Starbucks, if you can't afford the habit, it could still damage your financial health. This is especially true when the cost of your habit is greater than just a coffee. A bottle of wine a day or a pack or two of cigarettes will add up significantly.

How can you avoid this? Create a snapshot of how much you spend on your daily habits over the course of a month. Sometimes just seeing the total cost will be enough to curb your addiction. If not, maybe it's time to budget for it. Take a look at your Daily Spend and factor in your habits into your expenses. This will create a more realistic look at how much you do have to spend every day?already taking into account that glass of wine or latte.

A Loss of Control

Are you an oniomaniac? Maybe you've heard this more colloquially described as being a "shopaholic." While it may sound cute and out of a chick-lit novel, in its worst form, such behaviors can destroy relationships, and at best, hinder your ability to be financially healthy. To know if you have it, just ask yourself the following:

1) How much of your time is spent buying things or thinking about buying things?
2) How often do you feel guilt, depression or shame because of your discretionary purchases?
3) How often do your discretionary purchases impair your ability to pay for basic necessities?

How can you avoid this? If your answer is "often" to any two of these, or "always" to even just one, then it's time to speak to a licensed therapist about how you can find a happier, more sustainable lifestyle. If you're most people, however, your answers will most likely be "sometimes" or "rarely." But those "sometimes" can be the difference between being financially healthy and financially ill.

Take a moment to examine your own behaviors. Accept those that you now have, and use these tools to make a change. Your financial health depends on it.

When Meili and Lisette first met, they bonded immediately, forming a fast friendship and becoming practically inseparable. But according to Meili, Lisette became controlling and manipulative, ultimately turning Meili from BFF to unwitting accomplice in some extremely dangerous and illegal activities. Next thing she knows, she's charged, convicted and sitting behind bars.

While I don't know too many women who can say their "frenemy," a person who says she's a friend but acts more like an enemy, has landed them in the clink, many -- including myself -- can relate to having a friendship with someone who's more than a little toxic.

Take my former friend, Jennifer*, for example. As 20-something singles, she was the perfect compadre. She'd somehow get us into the best parties, could score a reservation at the hippest new restaurant and would flip an ordinary Monday night onto its head and make it feel like the biggest night of the year. But as the years -- and a bit of maturity -- began to change us (as it often does), it was beginning to become clear that our relationship had shifted and we longer found ourselves on the same path.

As we headed into our 30's, my friend turned apathetic toward my new marriage and was visibly uncomfortable with my impending motherhood. She'd fall off the face of the earth -- that is, unless she were experiencing her crisis du jour. Then, I would suddenly become the most important thing in her life, earning me two-hour phone calls and impromptu late-night unannounced visits.

And while I would resist the idea that having kids had changed me even a little bit, like so many other things in my life (see: shaving my legs), I no longer had the time or energy for my job as her personal, unpaid therapist. I had limited time for even my mutually-fulfilling friendships.

So, for the first time in my life, I broke up with a friend.

My story isn't uncommon. In fact, bring up the topic at a party or in the carpool lane at school and women will come out of the woodwork to share "breakup" stories. Childhood friends, former roommates, an ex-sister in law... some hardcore, long-term friendships have dissolved, creating a messy situation. But, for the most part, the breakup has ultimately left the "dumper" with no regrets, just a feeling of relief.

But how do you know whether a friendship is just going through a rocky phase or it's time to throw in the towel? Stacy Kaiser, relationship expert and author of How to Be a Grownup, says it's actually quite easy to determine whether a friendship is worth fighting for.

3 Signs It's Time to Break Up

? You get very little back (or nothing) for what you give -- it's very one-sided.

? You spend too much time gossiping about her. If she's the topic of conversation on a regular basis and has you so frustrated that you can't even think straight, that's a big, red flag.

? You've already gone a round (or two) and forgiven her in the past. There comes a point when you realize it's a pattern and it's not going to change.

OK, so now you've decided the breakup has to happen, but how to you do it? Kaiser says if you're feel like the relationship has run its course, the only thing left is to be clear and honest -- but also kind and respectful. Because while it's important to make decisions that best fit your own life, don't lose your dignity in the process by hitting below the belt.

TDRS-K Offers Upgrade to Vital Communications Net | International ...

NASA?s Tracking and Data Relay Satellite System will get an upgrade this month when the agency launches the first of a new generation of communications satellites to connect spacecraft to the ground stations that support them.

A United Launch Alliance Atlas V 401 is due to loft the TDRS-K spacecraft Jan. 29 on a course to geosynchronous orbit where the spacecraft will have a wide view of Earth. From that position, the spacecraft will pick up signals from NASA?s fleet of Earth-orbiting science spacecraft, including the International Space Station and NASA?s Hubble Space Telescope, and relay them to ground stations.

The strong binding of gold on electronically modified calcium oxide can now be understood in detail. In a computational study, researchers Jenni Andersin, Janne Nevalaita, Karoliina Honkala and Hannu Hkkinen at the University of Jyvskyl Nanoscience Center have shown how redox chemistry entirely determines the adsorption strength of gold on the modified oxide where one metal atom is replaced with molybdenum. The study was funded by the Academy of Finland.

The research team applied the so-called Born-Haber cycle to analyse how different terms contribute to adsorption energy. The calculations were done at the supercomputers of the CSC IT Center of Science by employing quantum mechanical simulation methods.

In the oxide lattice, the molybdenum atom donates two electrons into the oxide. When a gold atom adsorbs on the oxide surface, a redox reaction takes place. In this process, a third electron transferred by the dopant is gained by gold, and energy is released. By varying the dopant among several transition metal atoms, the researchers found that the amount of energy released linearly correlates with the ability of the dopant to give an electron. The trend can be used to estimate how much a guest atom stabilises gold adsorption without calculating the adsorption energy.

The research results are important for understanding catalyst-support interaction. The results fully support the experimental observation where gold nanoparticles have been seen to form flat structures over modified calcium oxide surfaces. A similar Born-Haber cycle, as applied in this study, can also be employed to analyse oxide-catalysed chemical reactions that follow the redox mechanism.

Catalysts are commonly used by industry, for instance, in the production of fuels, plastics, fertilisers and other similar products. Metal oxide surfaces are widely used as support materials for metal catalysts particles. The binding properties and shape of metal nanoparticles sensitively depend on the interaction between the support and the catalyst. By tuning this interaction, it is possible to affect the number and properties of catalytically active sites, or even create new sites. One way to modify the interaction is to dope the oxide with guest metal atoms that can donate extra electrons into a material.
