Michael Bisping vs Mark Munoz confirmed for UFC on Fox Sports 2 Manchester event

The Ultimate Fighting Championship (UFC) returns to Manchester, England with a middleweight bout between Michael Bisping and Mark Munoz. It's probable that the winner earns a title shot.

Ultimate Fighting Championship (UFC) makes its return to the the Manchester Arena in Manchester, England, on Oct. 26, 2013, with a Middleweight main event between Michael Bisping and Mark Munoz. The event will air on Fox Sports 2, the rebranded version of Fuel TV.

It's expected that the winner of this middleweight clash will be in line for a future title shot, as both fighters have been impressive in their last fights.

"The Count" has continually sniffed the at top of the division, but can't seem to get over the hump to earn a title shot. He's unfortunately been the fighter that guys earn title shots off of, instead of the fighter that's competing for the title. His last outing, against Alan Belcher at UFC 159, ended in a Technical Unanimous Decision win due to an accidental eye poke.

Munoz has had an equally rough time when it comes to fighting those at the top of the division. Last summer, he was decimated by Chris Weidman at UFC on Fuel: Munoz vs. Weidman in San Jose, California. After a year off, he bounced back with a dominant Unanimous Decision win over Tim Boetsch at UFC 162 in Las Vegas. It was without a doubt, Munoz' best performance in the UFC.

With the middleweight division currently in flux, an impressive win could earn either man a shot at the winner of the UFC 168 main event between Chris Weidman and Anderson Silva.

Oil lobby leads California spending as ocean fracking proceeds

Some may consider California to be a "green" state and the "environmental leader" of the nation, but that delusion is quickly dispelled once one actually looks at who spends the most on lobbying in California - the oil industry.

The Western States Petroleum Association spent the most on lobbying in Sacramento in the first six months of 2013 of any interest group, according to quarterly documents released by the California Secretary of State.

The association spent $1,023,069.78 in the first quarter and $1,285,720.17 in the second quarter, a total of $2,308,789.95, to lobby legislators and other state officials.

Because of the enormous influence exerted by the group and the oil companies themselves in the Capitol, all but one bill to regulate or ban fracking was defeated in the Legislature this year. The only bill that passed through the Legislature was the weak bill to "regulate" fracking sponsored by State Senator Fran Pavley.

The association's members are a "who's who" of big oil companies, including BP, Chevron, ConocoPhillip, ExxonMobil, Navajo Refining Company, Noble Energy Company, Occidental Oil and Gas Corporation, Shell Oil Products US, Tesoro Refining and Marketing Company, U.S. Oil & Refining Company, Venoco, Inc. and many others.

The latest report on spending on lobbying emerged as the Associated Press revealed that companies prospecting for oil off California's coast have used the controversial practice of fracking (hydraulic fracturing) on at least a dozen occasions to force open cracks beneath the seabed.

Now regulators are investigating whether the environmentally destructive practice, one that threatens fish and wildlife populations in the state's marine waters, should require a separate permit and be subject to stricter environmental review. "Hundreds of pages of federal documents released by the government to The Associated Press and advocacy groups through the Freedom of Information Act show regulators have permitted fracking in the Pacific Ocean at least 12 times since the late 1990s, and have recently approved a new project," wrote AP reporters Jason Dearen and Alicia Chang.

"Companies are doing the offshore fracking -- which involves pumping hundreds of thousands of gallons of salt water, sand and chemicals into undersea shale and sand formations -- to stimulate old existing wells into new oil production," they said.

Inexplicably missing from the mainstream media and even most "alternative" media reports on this issue is any mention of the fact that the President of the Western States Petroleum Association, Catherine Reheis-Boyd, CHAIRED the Marine Life Protection Act (MLPA) Blue Ribbon Task Force that created the alleged "marine protected areas" that went in effect in Southern California waters in January 2012! She also served on the task forces to create "marine protected areas" on the Central Coast, North Central Coast and North Coast.

Without the shameless support of corporate "environmental" NGOs and state officials for Reheis-Boyd's role as a "marine guardian" in the creation of fake "marine reserves," the current expansion of fracking offshore wouldn't be possible. Grassroots environmentalists, Indian Tribe members, fishermen and advocates of democracy and transparency in government blasted the leadership role of the oil industry lobbyist in creating these "marine protected areas," but to no avail.

You see, the "marine protected areas" created under the privately-funded Initiative weren't true "marine protected areas" as the language of the landmark Marine Life Protection Act of 1999 called for. Under the leadership of ocean industrialists like Reheis-Boyd, a marina corporation executive, a coastal real estate developer and other corporate operates, marine protection was eviscerated in California.

These "marine protected areas" fail to protect the ocean from fracking, oil drilling and spills, pollution, wind and wave energy projects, corporate aquaculture, military testing and all human impacts other than fishing and gathering.

As I have pointed out in article after article, Reheis-Boyd apparently used her role as a state marine "protection" official to increase her network of influence in California politics to the point where the Western States Petroleum Association has become the most powerful corporate lobby in California. Oil and gas companies spend more than $100 million a year to buy access to lawmakers in Washington and Sacramento, according to Stop Fooling California (http://www.stopfoolingca.org), an online and social media public education and awareness campaign that highlights oil companies' efforts to mislead and confuse Californians. The Western States Petroleum Association (WSPA) alone has spent more than $16 million lobbying in Sacramento since 2009.

Not only do the association and oil companies buy access to lawmakers, but they exert enormous control over Governor Jerry Brown, who is currently fast-tracking the Bay Delta Conservation Plan (BDCP) to build the peripheral tunnels. The water destined for the tunnels will go to corporate agribusiness and oil companies seeking to expand fracking operations.

"A state senator has told me that Brown has cut a deal with the oil companies - he'll push fracking in exchange for campaign contributions to his 2012 Proposition 30 and his 2014 reelected," said RL Miller in her recent article on Daily Kos. She cited as evidence for a deal the $27,200.00 that Occidental Petroleum Corporation contributed to Brown's 2014 campaign. That's the maximum allowable under California law.

Miller also noted the roughly $1 million that oil companies - members of the Western States Petroleum Association - contributed to Brown's Proposition 30 campaign. These contributions include the following:

As the oil industry expands its role in California politics and environmental processes, there is no doubt that they are going to use every avenue they can to divert more water for fracking, including taking Delta water through the peripheral tunnels proposed under the Bay Delta Conservation Plan (BDCP). The industry will also use its power to expand fracking in the ocean unless Californians rise up and resist these plans.

Californians must question state officials and MLPA advocates about why they supported the leadership role of a big oil industry lobbyist in creating so-called "marine protected areas" off the California coast. After all, oil and water don't mix! ?

Xbox executive Marc Whitten announced on Major Nelson?s podcast yesterday that the upcoming Xbox One has received upgrades to its graphic specifications. According to Whitten, a brand new Xbox One-specific driver called the ?mono driver? has been implemented, and the clock speed of the GPU has been raised from 800 MHz to 853 MHz.

Whitten explained the philosophy and timing behind this update, as follows:

?This is the time where we?ve gone from theory of how the hardware works?what do we think the yield is going to look like, what is the thermal envelope, how do things come together?to really having them in our hands. That?s the time where you start tweaking the knobs because either your theory was right dead-on or you were a little too conservative or you were a little too aggressive.?

These upgrades are being implemented before the console?s release this November, so it?s tough to say how ? or even if ? these changes will make much of a difference. Most people have yet to get their hands on the new Xbox, let alone spend enough time with it to be able to mark a noticeable difference.

What?s clear, however, is that this is yet another piece of news in a series of announcements from Microsoft that are aimed squarely at doing away with any concerns from the public over the Xbox One?s perceived inferiority to Sony?s PlayStation 4.?After Digital Foundry?s recent report that the PS4 could have ?20% better performance? than the new Xbox, the timing of this performance upgrade reveal couldn?t be more appropriate.

At this point, Xbox is playing catch-up with the PlayStation and Microsoft is desperately trying to narrow the gap they created at their E3 conference. Now with the policies and specifications of the Xbox One more closely resembling those of the PS4, it?ll be interesting to see if they can take the pre-launch lead in the next console race, or if its too little, too late. Either way, it?s sure to be a close one.

    UN: AIDS-Related Deaths Fall 38% In East, Southern Africa

    The number of AIDS-related deaths dropped 38 percent in Eastern and Southern Africa between 2005 and 2011, an enormous feat the UN attributes to increased availability of life-saving drugs and expanded awareness campaigns.

    According to a July report released by UNAIDS, 800,000 people in the ?epicenter of the AIDS crisis? succumbed to the disease in 2011, down from 1.3 million in 2005. The heartening statistic coincides with the increase in the number of people in the region receiving antiretroviral therapy, but the UN says that this region still needs to ramp up its efforts on the innovation and human-rights fronts in order to usher in an AIDS-free generation.

    Some of the most impressive gains in Eastern and Southern Africa have been in the areas of maternal and childhood health.

    Between 2001 and 2001, the number of infants newly infected with HIV fell by half in the region.

    Yet, treatment and prevention programs still remain alarmingly disappointing, according to UNAIDS. Just 33 percent of kids infected with HIV in the region received treatment in 2011.

    In order to eliminate new infections among children and to keep mothers living with the disease alive, UNAIDS is implementing a four-pronged plan that will provide women with such fundamental basics as contraception, counseling and antiretroviral drugs to prevent transmission to their babies.

    Though UNAIDS has made incredible leaps in keeping people alive in the region, the organization remains concerned about the oppressive stigma that still plagues those living with the disease.

    One in five people in Ethiopia, for example, said they had been detained, quarantined or segregated because of their HIV status. Thirty percent of people surveyed living with HIV in Ethiopia and Kenya said that having HIV stood in the way of their securing employment.

    What's Being Done

    A number of on-the-ground local groups are playing a critical role in empowering HIV-infected women.

    Project HOPE, for example -- a health program that?s stationed in 120 countries ? educates health professionals, brings medical supplies and treatment to women and children living with tuberculosis and HIV/AIDS.

    But once the group helps to provide medical care, it also aims to help women to lead independent and meaningful lives.

    When Juliazarda Fransico Jemo learned that she was HIV positive only after her husband passed away, she got the medical care she needed, but had no means to generate income, Dr. John P. Howe, III, president and CEO of Project Hope, explained in a HuffPost blog. A group formed by his organization helped Jemo access small loans so that she could launch a business trading second-hand clothes and bedding. She?s now supporting herself and adopted and recently adopted an orphaned child she?s raising in her new home.

    In addition to on-the-ground grassroots efforts, UNAIDS is calling for more anti-discrimination laws and increased awareness about human rights to help grant people living with HIV and AIDS the chance to lead fulfilling lives.

    ?The eyes of the world are on this region. The pace at which eastern and southern Africa embraces and acts on new science, evidence and innovations will determine how quickly we will reach the vision of zero new infections, zero AIDS-related deaths and zero discrimination,? Michael Sidibe, UNAIDS executive director, said in a statement. ?In the words of Nelson Mandela, ?when the water starts boiling it is foolish to turn off the heat.??

    CORAL GABLES, Florida ? Miami coach Al Golden stood behind a lectern for a half-hour Thursday to talk about his team, discussing things like how the Hurricanes worked in the weight room and their depth at certain positions.

    In other words, normal football stuff.

    And that itself seems rather abnormal, given what the Hurricanes have been through over the last two years.

    When Miami opens practice on Saturday, it will mark the third straight training camp where the Hurricanes will be dealing with the uncertainty that comes with what might be looming following an NCAA investigation into the actions of a rogue former booster. By the time this camp ends, Golden thinks his team will finally have answers ? in the form of whatever additional penalties, if any, that the Hurricanes will be getting slapped with.

    "It's been an anomaly for sure, since we've been here," Golden said of a summer that didn't come with any additional problems or bombshell accusations. "My biggest focus right now is to keep the team focused. We know at some point there's an answer coming. We're going to do everything we can in our power to bunker down and stay focused and not let this disrupt our third consecutive training camp."

    Miami got its Notice of Allegations from the NCAA in February and met with the Committee on Infractions in June. Although there's no deadline for that committee to act, the expectation after that meeting was that the Hurricanes would receive word within eight weeks ? which, in this case, would be Aug. 9, or around the time Golden's team will be wrapping its first full week of camp.

    School officials have spent months preparing for the outcome, whatever it is. The NCAA began investigating the Hurricanes in March 2011 after former booster and convicted Ponzi scheme architect Nevin Shapiro said he gave dozens of athletes, coaches and recruits impermissible benefits over an eight-year span, often long before any of Miami's current players were even thinking about college.

    The most damning charge the NCAA eventually brought against Miami was that the school lacked institutional control when it came to monitoring Shapiro, who is now serving a 20-year federal prison sentence for defrauding investors out of $930 million. So far, the Hurricanes have missed two bowl games and last season's Atlantic Coast Conference title game because of the investigation.

    "I hope it happens as soon as possible," Hurricanes athletic director Blake James said when asked about the looming NCAA decision. "But you know, that's something I can't control. I don't put a lot of time into worrying about when it's going to happen. I put a lot of time and focus on how we best move forward when it does happen. ... I'm anxious to go through the process, but I guess I'm respectful enough to know you have to let the process run its course."

    Most of the 109 players who were on Miami's preseason roster as of Thursday afternoon had one thing in common: They have spent the majority of their collegiate careers under this cloud of uncertainty.

    The Hurricanes haven't played in a bowl game since 2010. They haven't won one since 2006. Since the last time Miami won a postseason game, 95 different schools ? more than three-quarters of the schools at college football's top level ? have won at least one bowl matchup. But in the locker room, the Hurricanes don't find themselves obsessing over their situation.

    "How many times does it come up in the locker room? Never," Miami quarterback Stephen Morris said. "When I'm talking with my friends, when I'm talking with my family, when we're in the locker room, whatever, it never comes up."

    Golden has long said that he believes the worst is over, and recruits are obviously believing the same.

    Miami has 25 non-binding, verbal commitments for its next recruiting class already, with many of those players saying they believe the Hurricanes ? who won five national titles between 1983 and 2001 ? are closing in on a return to the national spotlight.

    "We bunkered in and stood here and fought it for two years and I think it was a lot more tumultuous and tenuous for young people and their families the previous two years than it is right now," Golden said. "I think they see it coming to an end. I think that has manifested itself in the number of commitments that we're getting early."

    For now, recruiting talk can wait. This year's team takes its conditioning test on Friday, then hits the field early Saturday morning for its first practice of a season where many expect the Hurricanes to compete for an ACC title.

    And for a change, all Golden has to worry about right now is football.

    "I finally had a break after two years," Golden said. "I'm a football coach right now. I'm not a litigator, I'm not a researcher, I'm not a defender, I'm not going through counseling from a media standpoint or anything. I had 15 different jobs the last two years. I'm a football coach right now."

    Mayor Rob Ford's approval rating still seems to be bulletproof, according to a new poll.

    A Forum Research poll provided exclusively to the Toronto Sun Tuesday found Ford's approval rating is at 46% -- that's little change from a poll last month that pegged the mayor's approval rating at 47%.

    However, around 54% of those polled disapprove of the job Ford is doing.

    And when it comes to issues that have been in the news lately, the majority of those residents polled Monday agree with Ford's stance -- except for his opposition to safe injection sites.

    " The mayor's approval is as high as we've measured it, except right after the election, and he's championing some policies which are popular with Torontonians," Forum president Lorne Bozinoff said in a statement Tuesday. "They may not be big wins, except for the Scarborough subway, but they'll be remembered."

    Ford walked out of this month's council meeting heralding a big win when it comes to council supporting extending the Bloor-Danforth line into Scarborough.

    That Scarborough subway vote doesn't seem to have caused a bump in his approval rating, but it seems to have helped keep it steady despite Ford being plagued by crack cocaine allegations earlier this year.

    According to the Forum poll, Ford's approval rating is high-e st among older residents, poorer residents and Scarborough residents (around 60%). Although Ford lost a fight at council to cut the number of council seats from 44 to 22, the poll found around 58% support slashing council in half, while only 27% were against the idea.

    Most residents polled (55%) now agree with Ford that the land transfer tax should be reduced by 10% rather than cancelling it entirely.

    Around 45% want to cut the tax outright, while 41% think eliminating the land transfer tax is a bad idea.

    Ford rolled out a city pilot project last week to paint curbs red in an effort to tell drivers where not to park.

    The poll found 74% of residents like the red curb idea. Around 16% disapproved of the red curb idea and 10% didn't know.

    Around 51% of Toronto residents approve of the idea of a safe injection site in downtown Toronto.

    While Ford has balked at the idea, only 36% of those polled disapproved and 13% had no opinion.

    The poll also found around 86% of those polled think the city's tattoo parlours should be licensed -- just 5% disagreed with the idea and 9% said they had no opinion.

    The poll was an interactive voice response phone survey of 1,368 residents.

    Forum considers the results accurate plus or minus 3%, 19 times out of 20.

    Koch brothers keep beating anti-'Obamacare' drum

    A conservative advocacy group that spent millions on issue ads during the 2012 election cycle plans to continue a seven-figure campaign that aims to convince people to think twice before signing up for health insurance exchanges under the Affordable Care Act.

    Americans for Prosperity, a group partially funded by donors David and Charles Koch, plans to release a? television ad Wednesday to raise questions about the law. Instead of focusing on the law?s repeal, AFP's newest effort will argue that health insurance premiums will rise for those who sign up for the exchanges. The group also is making plans to dispatch activists to sporting events, festivals and town fairs in multiple states for the next several months to warn people that they could have fewer medical choices under the law.

    ?This is more about going to folks where they are and talking to them,? AFP President Tim Phillips told Yahoo News. ?We?re saying, make sure you understand the impact this law will have on you if you sign up.?

    The federal government will begin to implement key parts of the Affordable Care Act, the health insurance overhaul commonly called Obamacare that passed along partisan lines and was signed by President Barack Obama in 2010, as early as 2014. In order for the law to function as planned, millions of Americans must pro-actively sign up for health insurance plans enacted by the legislation. The Obama administration is urging people to enroll. An independent group, Enroll America, has launched a nationwide campaign to provide information about how to take part in the exchanges.

    But a coalition of conservative groups is urging people not to sign up at all, which, if effective, would make it difficult for many parts of the law to function. The AFP campaign, which began with an initial $700,000 investment for an ad in July, won?t explicitly advise people not to sign up, but the insinuation is strong.

    ?The reason we?re doing this now is that this is the final run-up to final implementation,? Phillips told Yahoo News. ?As a lot of Americans decide what to do when the Enroll America paid community organizer shows up at an event in their community, we want them to consider exactly what this law means for them personally. So we want to run these ads now before they make that decision.?

    Enrollment for the exchanges is set to begin in October.
