International Development - Human Resources Business Partner

Role Summary

The HR Business Partner ensures that the client managers and staff in the assigned Cluster(s)/Unit(s) receive seamless, high quality, value adding HR services that support business operations while ensuring fair and consistent treatment of staff.

Key Responsibilities

The HR Business Partner will

  • Be the ?face of HR? to the Management Teams at Cluster and Unit levels in the assigned client areas effectively providing HR consulting, including bringing in other expertise and services from within and outside the HR function, as needed;
  • Understand the strategic business plans, issues and challenges of the clients, and their HR implications, develop client HR Strategies to support the business and to ensure timely HR solutions to meet anticipated challenges;
  • Facilitate and support excellence in human resources management in client areas by providing on-going HR advice to managers and staff on timely HR solutions, policies and practices objectively, with highest integrity, and based on best professional practices;
  • Apply best practices in human resources management to support performance improvements in the client units, including at team and individual levels;
  • Working closely with the Workforce Planning and Analytics Team, support and advise on development and implementation of effective workforce strategies and staffing plans, that are agile and relevant to meeting the business objectives of the client Clusters and Units; Use HR analytics effectively;
  • Support implementation of change and facilitate agility in the business units in a changing business environment using organizational development, change management and team building methods and techniques;
  • Train and coach client managers in good people management practices;
  • Advice staff on professional development and career management issues; and
  • Facilitate timely resolution of work place conflicts at the lowest possible level.

As a member of the larger HR Team, the HR Business Partner will:

  • Demonstrate a high level of confidentiality, integrity and professionalism at all times;
  • Ensure excellent collaboration with colleagues in the HR Unit and beyond;
  • Contribute to a to developing a culture that emphasizes proactivity, quality, continuous improvement, and high performance;
  • Contribute to developing the Unit?s goals and achieving them; and
  • Undertake any other duties as directed by Team Manager or the HR Director.

Qualifications

Essential:

Masters Degree or equivalent in Human Resources Management, Organizational Development, Finance and Business administration, Public Sector Administration, or related disciplines.

Experience

Essential:

Considerable relevant, professional experience.

?Desirable

Over 11 years of relevant experience, or equivalent combination of education and experience.

Competencies

Languages:

An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish. ?Knowledge of other languages would be an asset.

  • Demonstrated mastery of human resources, organizational development and change management theories, methods and best practices;
  • Understanding of/interest in the mission, specific business challenges and operations of the Global Fund;
  • Track record of results in applying human resources management skills on improving business performance;
  • Demonstrated strategic planning capabilities and ability to successfully operationalize strategies and bring them to practical implementation;
  • Proven consulting and process facilitation skills at leadership levels;
  • Strong coaching and conflict resolution skills;
  • Project management experience;
  • Strong analytical skills;
  • Demonstrated strong team work skills in working across organizational units in a supportive and collaborative manner; and
  • Excellent and persuasive oral and written communications skills; professionally assertive with ability to influence without formal authority.
